Slight problem with that accusation: You cannot actually commit treason if you're not a citizen of that country. Espionage yes. Sabotage yes. Terrorism sure. Treason no.
Of course that doesn't really stop any dictator with kangaroo courts at his disposal from sticking it onto people of all sorts. It's such a handy charge.

That's a good point that we didn't really realize, thank you! Your second point is also on point, though, and I very much doubt Beirab is concerned with term used so much as he is the fact that somebody needs to get arrested for ambiguous crimes. That actually works rather well for the kind of ruler he is, haha.
